The
Secretary General is the highest authority in the administrative structure of
the University and is responsible to the Rector in the work, supervision and
control of this structure. In addition, the Secretary General is a rapporteur
member of the University Senate and the Executive Board without voting rights.
Along with
the duties of the administrative structure, the Secretary General also fulfills
the following duties through himself and his subordinate units:

To
ensure the regular, efficient and coordinated work of the units in the
University Administrative Organization,

To
ensure that all personnel working at the university serve in accordance with
the understanding of duty and responsibility,

To
provide in-service training to all personnel in order to adapt to the changes
in the education sector and to increase the service standards provided,

To
act as a rapporteur in the University Senate and Administrative Board; To carry
out the necessary work to set the agenda and to ensure that the decisions taken
are written, protected, communicated to the relevant units and kept,
-
To
implement, monitor and finalize the decisions of the University Senate and
Board of Directors,

To
make suggestions to the Rector about the assignments to be made in the
administrative structure of the university,

To
exchange views by holding periodic meetings with the managers of the
subordinates,
-
To
perform and have the duties assigned by the Board of Directors, Senate and
Rector within the framework of laws, by-laws and regulations,
-
Announcing
and correspondence of announcements, posters and articles received by Council
of Higher Education, Various Institutions, Internal and e-mail,
-
Ensuring
that incoming and outgoing documents are followed, protected and stored.

Carrying out the storage and destruction of
documents in the Unit Archive in accordance with the "Regulation on State
Archive Services",

To
monitor the implementation of the policies related to the execution of the
activities under the management in line with the objectives, targets, strategies
and principles determined by the Senior Management and the relevant
legislation, and to make explanations to the personnel on this subject,

Necessary
tools, equipment, materials etc. used in the realization of unit activities. To
determine the needs and to do the necessary work for their supply.

Institutional
Administrative Personnel; To ensure that laws, statutes, regulations,
circulars, decrees and other legislation are kept in the unit and implemented
by everyone in the conduct of their business,

the spending authority in budget expenditures;

Using
the appropriations on time and on time,

Expenditure
orders are in compliance with the budget principles and principles, laws,
by-laws and regulations and other legislation,

Effective,
economical and efficient use of grants,
